How to Start a Cosmetic Line
“Cosmetics” covers shampoo, lip balm, serum, body lotion and perfume — products with very different costs, customers and rules. The first decision is which category to start in. Here is how they compare from the factory floor.
The five categories compared
| Category | Cost to launch | Repeat purchase | Compliance effort | Shipping |
|---|---|---|---|---|
| Lip care | Lowest | Medium | Low | Light and easy |
| Haircare | Low | High | Low | Heavy (liquid) |
| Body care | Low | High | Low | Medium |
| Skincare | Medium (packaging) | High | Medium (claims) | Light |
| Fragrance | Medium (glass) | Low–medium | Medium (allergens) | Restricted (flammable) |
Match the category to your audience
- You run a salon or barbershop: haircare. Your clients already trust your recommendation.
- You are an esthetician or spa: skincare, the products you already use in treatments.
- You have a lifestyle audience or a shop: lip care and body care — easy gifts, easy add-ons.
- You have a strong visual brand: fragrance, where the bottle and the story carry the price.
One product, then a pair, then a range
The brands that last usually grow the same way: one hero product; then its natural pair (shampoo then conditioner, balm then gloss, serum then moisturiser); then a small range. Each step uses what you learned from the last one and reuses the same label design, the same photography style and the same customers.
Minimums and money
With 100 units per SKU in stock packaging, a one-product launch is a small, bounded test. Custom packaging — shaped bottles, printed tubes, boxes — needs 1,000 units; leave it for the product that sells. Every quote is itemised so you can see packaging, product and freight separately. See MOQ and pricing.
The rules in one paragraph
Keep every claim cosmetic — about how things look, feel and smell. In the US, register and list under MoCRA (the facility registers; the brand lists products and keeps safety substantiation). In the EU, an EU Responsible Person needs a safety assessment and a CPNP notification for each formula. Sunscreen, antiperspirant, anti-dandruff and acne-treatment claims are drugs in the US — avoid them for a first launch. Details on our compliance page.
Where to start
If you are unsure, start with lip care or haircare: low cost, low compliance effort, and — for haircare — the strongest repeat purchase of any category.
